The picture is, at the default settings: the H.264 stream is copied as is. The audio is re-encoded to AAC or AC3, which is inaudible at the default bitrate.

Can I use the TS file for HLS?

It is a valid single TS file. For adaptive HLS you would still need to segment it and create a playlist with a packager.
